This year, the biggest USPS savings opportunities won’t happen by accident. Organizations that plan early will be in the best position to take advantage of the 2027 USPS Promotions and Incentives Program, reducing direct mail postage costs while creating more engaging and effective direct mail campaigns.

With postage rates expected to remain elevated, these promotions have become an essential part of every successful mail strategy. They don’t simply offset rising costs. They reward organizations for creating mail that is more innovative, interactive, and impactful.

The key is planning early. Here’s what USPS has released so far for the upcoming year.

Returning 2027 USPS Promotions and Incentives

Several popular promotions return in 2027, along with two new programs designed to encourage mail growth and innovative messaging. Add-on incentives also continue, allowing mailers to stack additional discounts throughout the year. NOTE: on all promotions, the eligible treatment cannot only be included on the reply device.

USPS Integrated Technology Promotion

Encourages mailpieces that incorporate technologies such as:

  • QR codes and digital experiences
  • Artificial intelligence
  • Augmented Reality (AR)
  • Virtual Reality (VR)
  • Near Field Communication (NFC)

Eligible Mail Classes: First-Class Mail and USPS Marketing Mail
Registration: Begins November 15, 2026
Promotion Period: Any consecutive six-month period beginning with your first mailing date and continuing for six months, or through December 31, 2027. The start date of this can now be set during enrollment to ensure it does not start earlier than planned.
Discount: Up to 5%

USPS Tactile, Sensory & Interactive Promotion

One of the industry’s most popular promotions returns with an important enhancement. For 2027, USPS is introducing two discount tiers:

  • Up to 3% for “simple” tactile treatments (e.g. Spot Gloss, Matte/Dull finish)
  • Up to 5% for “complex” treatments (e.g. clean release cards, embossed stock, TED-C, Zip strips)

Eligible Mail Classes: First-Class Mail and USPS Marketing Mail
Registration: October 15, 2026 through June 30, 2027
Promotion Period: January 1 through June 30, 2027

First-Class Mail Advertising Promotion

USPS continues encouraging marketers to use First-Class Mail for advertising campaigns. What’s new for 2027: the marketing message may now be included in the insert, not just the mailpiece itself. For nonprofit organizations, an important clarification remains: soliciting donations qualifies as advertising.

Eligible Mail Class: First-Class Mail
Registration: February 15 through December 31, 2027
Promotion Period: April 1 through December 31, 2027
Discount: Up to 5%

New USPS Promotions for 2027

USPS Direct Mail Discovery

One of the most exciting additions for 2027 is designed to encourage organizations that have not mailed recently to experience the effectiveness of direct mail.

Who qualifies: Organizations that have not mailed in the previous two years or have never mailed before.
Eligible Mail Class: USPS Marketing Mail Letters
Registration: February 15 through September 30, 2027
Promotion Period: April 1 through September 30, 2027
Discount: Up to 40% on the first 5,000 pieces per mailing and up to 100,000 total pieces during the promotion period, plus 5% credit to the eDoc submitter

USPS Impact Messaging Promotion

Mailers earn a discount when including messaging that promotes the impact of direct mail and other USPS offerings. Categories called out by the USPS for eligibility include:

  • Encouraging Mail Creation
  • Promoting USPS offerings
  • Highlighting the value of mail

Eligible Mail Classes: First-Class Mail, USPS Marketing Mail Letters, and USPS Marketing Mail Flats
Registration: March 15 through September 30, 2027
Promotion Period: May 1 through September 30, 2027
Discount: Up to 5%

Please note that the official USPS guidebooks for these two new promotions have not been released yet.

2027 USPS Add-On Incentives

Two add-on promotions remain available throughout the year and may be stacked with eligible base promotions (excluding the Mail Growth Incentive).

Informed Delivery® Add-On

  • Additional 1% discount
  • Additional 0.5% credit available for electronic documentation submitters

Sustainability Add-On

  • Additional 1% discount
  • Rewards the use of paper from certified responsible sources

These add-ons can significantly increase total postage savings when layered onto qualifying mailings. Remember you can add one or both incentives to the main promotions.

Mail Growth Incentive Returns

The Mail Growth Incentive will once again provide one of the largest potential savings opportunities available. Organizations that exceed their 2026 annual mail volume may qualify for:

  • 30% postage credit
  • Applies to incremental mail volume
  • Requires annual volume exceeding 1 million pieces

Because enrollment can take time, USPS recommends beginning the process by April 2027 and completing enrollment before the end of June 2027.

Promotions Ending in 2026

Two familiar promotions are being discontinued:

  • Continuous Contact
  • Catalog Insights Promotion

USPS has not finalized any replacement programs beyond those currently announced.

Artificial Intelligence Is Already Changing Promotions

Behind the scenes, USPS continues using artificial intelligence to streamline the promotions approval process.
Today, approximately 80% of promotion pre-approvals are AI-assisted, resulting in faster reviews and greater consistency. One notable exception remains the Tactile, Sensory & Interactive Promotion, which still requires physical samples for MOST approvals. Any pre-approval request rejected by the AI platform will also be reviewed manually.

How to Maximize 2027 USPS Promotion Savings

Successful organizations begin planning promotions months before their campaigns enter production. We recommend:

  • Evaluate your annual mail plan early to identify eligible campaigns.
  • Use a USPS promotions calendar when building production schedules.
  • Allow sufficient time for creative modifications and USPS approvals.
  • Concentrate qualifying mailings during peak volume periods to maximize savings.
  • The most common strategy is to use the Tactile, Sensory, Interactive promotion for the first six months of the year, followed by the Integrated Tech promotion for the second half of the year.

Remember, registration is required each year, and most promotions require USPS approval before mailing. Planning ahead is the difference between simply qualifying for a discount and maximizing every available savings opportunity.
