The proposed list of 2023 USPS Mailing Promotions was recently announced. While these still need to be formally approved by the USPS Board of Governors and the PRC, the recent announcement gives us some insight into the changes that are planned for next year. We expect to know more by early December. Here is a quick list of the new promotions. We will be providing additional information as it becomes available.
Tactile, Sensory & Interactive
Promotion includes specialty inks, papers, scents and interactive elements on the mail piece. The only expected change is that they will be allowing scents to be used on the outside of the Outer Envelope.

- Promotion will run from February 1 – July 31, 2023
- Can be used for any First Class or Marketing mail letters and flats.
- Discount – up to 5%
Personalized Color Transpromo
Promotion encourages mailers who mail First Class bills, statements or account summaries to include personalization in color on the forms. This year adds a new discount incentive for mailers who include a return envelope in their mailings. Whether you use a Courtesy Reply or a Business Reply Envelope, your mailing may qualify for this additional discount.

- Promotion will run from February 1 – July 31, 2023
- Can only be used for First Class letters.
- Discount –
- up to 3% for mail that does not include a reply envelope
- up to 4% for mail that includes a reply envelope
Emerging Technology & Mobile Shopping (UPDATED)
Promotion allows for a discount for mail that uses technology to enhance the mail. This includes Augmented Reality (real world objects in a virtual world), Virtual Reality (experiences that take place in an artificial world) or Mixed Reality (a blend of physical and virtual spaces). While Mobile Shopping (which encompasses the use of QR Codes and Virtual Assistant Commands) has been a separate promotion, this year it is being combined with the Emerging Technology promotion.

- Promotion will run from May 1 – November 30, 2023
- Can be used for any First Class or Marketing mail letters and flats.
- For the past several years, Mobile Shopping has been a separate promotion. This year it is being combined with the Emerging Technology promotion.
- Discount – up to 3-4%
Reply Mail IMBA (NEW)
We are still waiting for more information on this new promotion. We believe it is an incentive for Reply Mail Envelopes to use IMB’s but more information will be coming on this promotion.

Informed Delivery
Promotion will run the same as 2022.

- Discount – up to 4%
Retarget (NEW)
There is little information on this incentive but we believe it will encourage mailers to reach out to website visitors with a triggered First Class Postcard.

2023 is promising to be a great year to take advantage of postal promotions!
